Photoshop: GTX 1050 and hand tool acting "choppy"

This is my first post here, unsure if I'm in the right thread or not.

Since the recent updates for my Nvidia GeForce GTX 1050 GPU, I've been working in PS 2019 before and never had the hand tool do some weird "bobbing" when using it. Usually, the hand tool should deliver a smooth grip to move the canvas around and not be so choppy.

I'm using my Huion Kamvas Pro 16 Premium as my drawing display tablet for PS so I can do my drawing work on there. This is definitely an issue with the GPU and not PS (2019 and 2020) nor my tablet because I tried switching external monitors and the issue is still there. The issue goes away if I move the PS window to my main laptop screen, but I need to use my KAMVAS Pro 16 for PS work and that's connected externally using HDMI. I'm guessing this is a GPU-related issue as the hand and rotate tool requires GPU acceleration.

Any help will do, I can't let choppy tools mess my work up! Thanks.

If you use a mouse on while PS is on the Kamvas does the choppiness persist? Or only with the stylus?

Sorry for the late response. It happens on both the mouse and pen, so it's very likely the GPU causing this.

Have you tried step 7 here: https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html#GPUandgraphicsdrivertroubleshootingsteps My guess is the intel card is being used instead of the dedicated NVIDIA card.

I made sure PS 2019 and sniffer.exe are running under the GTX, and so far nothing changed.
