Photoshop: Group Effects wont Align with Layer

Gradients and gradient strokes applied as a layer effect to a group will not Align with Layer despite having the option checked - instead it will always align to the boundaries of the document.

I saw this post:

which is the exact problem I am experiencing. However while they were able to resolve it by using cmd + option + shift to reset their .plist files, I have had no success with the same.

I have tested it on the systems of the rest of my team - 4 different set ups 2 MAC, 2 PC and all experience the same problem.

I have tried downgrading my Photoshop through every version from 2015.5 to CS6 and have the same problem each time.

Is everyone having this same problem? Is this a bug or changed/removed functionality?

Have you tried clicking "Reset Alignment" or "Reset to Default" in the styles dialog to get back to a known state?

If that doesn't help, can you post an example PSD that exhibits the behavior? (use dropbox or Creative Cloud)
