Photoshop Elements: How do I get the Window>Images>Cascade command operational?

I have 3 files open in the edit workspace, I want to view them in cascade mode, but the only highlighted option under Window.Images is tiled, how do I get cascade to be available ? I have gone to Edit.Preferences.General and checked "allow floating documents", but cascade is still grey.

Once you change the preference, if you haven't restarted and currently have documents in a tabbed state, you will need to select Window>Images>Float All In Windows and then Window>Images>Cascade will be active.

After you restart, all documents will open as floating so the step "Float All In Windows" won't be necessary.
