There is some subtlety to how text can be colored in Photoshop. If you change the foreground color prior to creating the text, the text inherits the foreground color.

If you've already created your text layer, you change it by making sure your text layer is selected in the Layers Panel, and changing the text color in the Text Tool options bar at the top of the screen:

If you have text selected on the canvas, changing the color in the options bar will only change the selected characters:

If you just have the blinking insertion cursor selected in your text, it won't change the color of any of the existing text, but if you type new letters at the insertion point, it will use the new color (Red in this case):

Hope that helps.

What do I do if the cursor will not select the text in the layer. It keeps trying to make a new layer. I need to change the color of the text but I cant highlight it with the text tool.

I think its having Im having a hard time selecting the layer with the type tool because the layer is rotated slightly.

Double-click the [T] icon in the layers panel on the text layer you want to edit. It will select the text layer and highlight the text for editing.

I know this is late but I recently had this issue in PS CS6 and it drove me crazy. I successfully changed text color in one photo but on several subsequent photos the text color would not change from white. The color changed in the settings box but when I tried committing it, it stayed white. I rebooted the computer and restarted PS but to no avail. The problem I was having was due to the fact that when in Adobe RAW I have activated the "Convert to gray scale" option. A very logical explanation. The first photo was left as a color image, the subsequent photos were converted to gray scale. Problem solved.
