Photoshop CC: freezes in partly drawn product improvement program dialog

Every time I open my Photoshop app it is frozen with a white box in the middle of the app with a blinking button that says "Participate".
I have updated my software, problem still occurred.
Secondly, I uninstalled the Photoshop software entirely.
Third, I reinstalled the Photoshop software and reopened it. Problem was still exactly the same.
Forth, I again updated the software. Problem is still present.
Once software is open, the only way to quit Photoshop and the frozen screen is by a forced quit.
Thank you for your immediate help, as I have been working on this problem for 9 hours today. (Each update and uninstall, etc has taken several min each.)

I found a solution to this. I started photoshop while holding SHIFT+OPT+CMD, and just let it sit there at the dialog asking me if I wanted to delete the preferences file. After a few minutes, Photoshop automatically popped up the "Do you want to participate in the community" dialog box that has been freezing white. I clicked NO, and then Photoshop started normally. Weird. But it seems to be working now.
