Cannot open Photoshop 2.1.1 because it is frozen at start screen. I have researched this problem on Internet, have tried the suggestions, like using cloud cleaner tool, and nothing has solved this problem.

There should be an easier, uncomplicated way to get Photoshop 2.1.1 to open properly.

Can you get past the Home Screen with the ESC key? Is the Menu bar also frozen?

If you could tell us what OS you're running, some of the folk here might have better suggestions to try. And what does "frozen" exactly mean doesn't work? I haven't ever experienced a frozen Home.

Okay, it freezes at the splash screen.  I've heard of problems with something hanging there and simply not loading. I've even had problems a very long time ago. I don't know a lot about it, I'm afraid, but you might try googling Adobe OOBE folder. Some people I know have fixed issues simply deleting it. Other threads talk about renaming it (which would cause the system to ignore it and recreate the folder).

Google says:

Out of box experience (OOBE) is the experience a consumer (or user) has when preparing to first use a new product. In relation to computing, this includes the setup process of installing and/or performing initial configuration of a piece of hardware or software on a computer.

There's also this I found:  https://windowsreport.com/adobe-creative-cloud-products-windows-10/

I don't dare recommend anything since it's not something I've dealt with other than once having an Adobe staff person tell me to delete it (I'm on a Mac)—and that was so long ago, I don't even remember what was going on.

Adobe will be back on here on Monday, if you don't want to research it and/or someone more knowledgeable doesn't respond to the thread.

There might be a dialogue box hidden under the splash screen awaiting response. If on Windows hit simultaneously ALT and ESC to toggle screen to reveal it if it is there...
