Photoshop: Add interpolation options for Free Transform to Tool options bar

Add the following feature: "Free Transform Re-sample option".

Give the user the option to choose which kind of re-sampeling he/she wants to use on their transformation (bilinear, bicubic etc).

To choose the type of resampling applied when resizing an image, go to Preferences > General > Image Interpolation.

add a pull down menu to determine / set the interpolation mode when scaling imagery with CTRL-T this would appear in the bar at the top of the interface
