Free transform while holding Ctrl (command on Mac) does not respect snaps (On PC only)

I have crossing guides all over my document. I need to make that match the perspective, so naturally, Ctrl+T and hold Ctrl to move one corner at a time.
Using no control? Snaps work great. I snap to the guide itself, and snap to the intersections when you get close.
Hold Ctrl, and the snap no longer works.

My coworker confirmed it works fine on Mac, which is why I'm posting this straight to the bug list. I'm pretty sure this worked in previous versions.

Howdy Mike,

Well, I would agree that the behavior is different between Mac and Win and, in particular, the Windows behavior is sub-optimal, so I've gone ahead and logged a bug.  Digging further, however, it appears that this is unchanged since at least PS CC (three years or more).
