Frame Animation Bugged in CC 2018-2019

In Photoshop CC 2018 and 2019 the Frame Animation Timeline is not working correctly, the last version it worked correctly was in CC 2017.

It seems like the fastest framerate is about 15 fps or so in CC 2018/2019, meanwhile in CC 2017 its about 30-60 fps. This is if u set all the frames to either 0.00 seconds or no delay.

Also changing the duration of each individual frame all the way from 0.00 to 0.07 seconds has no effect, it's not until u reach exactly 0.08 seconds there is actually a change in the framerate.
Same goes from 0.08 to 0.15, the change in the framerate only happens at 0.16.

I prefer working in the frame timeline so its a shame its seems to be bugged but I hope it's still being supported. However the video timeline seems to be working in all three versions as they all can play at a higher framerate of 30 fps or more.
