It literally takes hours (about 3-4) for Lightroom 9.3 to build 1:1 previews for 118 imported items 16 of which are short videos, the rest raw NEF files

Have you evaluated your need for 1:1 previews on large number of images?  Many people I know just always build 1:1 previews as bigger is better with no real reason for having them.  There certainly are very valid reasons why some folks want them and if that is you, then OK but if you haven't thought about it, perhaps you don't really need them.

But, several hours is a long time for 112 images (I'm not sure if smart previews apply to video's).  If your images are on an external drive, you may want to check up on that drive.  Is it near full?  Is it generating errors?  are cables loose?  etc.  Also check memory use to see if some other app is gobbling up large portions of your system memory.

other than that, I'm no technical enough in performance related issues to offer other help.

Mac OS 10.14.6 LR catalog on a 4TB drive with 2.06 TB free. What happens is it seems to build them at a normal pace and then just stop right before the end and sit there for hours. This didn't happen in 9.2
