Photoshop: Force Quit needed sometimes when resizing windows

With the glorious new update Photoshop 20.0.4 I now seem to have the need to Force Quit sometimes when I try to resize a window. Instead of resizing, I get a double-arrow cursor, and there it sits doing nothing.

I have found more bugs in Photoshop 2019 than in any other release (although, 2015 gave it a good race for the money).

I officially quit. I went back to Photoshop 2015.5 (I wanted 2014, but the Spot Healing tool sucked). Back when the Brushes were fast, and worked as expected. In a time when Shake Reduction still worked. Back to when Droplets worked. Back before changes and glitches made Photoshop crash 5+ times a day.

Sorry, busy professional. I got stuff to do.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help > System Info... and copy/paste the text in a reply.
