Elements: Font sizing not uniform when scaling image

This has been an ongoing, random issue. I thought it was resolved when I installed Elements 9 on a new computer, but the trouble is back. I've searched this site for a solution to no avail.

My photo size is generally 550x350px and I use a 12pt font to add a photo credit. I usually add text after the photo is at the desired size. Sometimes when I resize (or use a photo that starts at that size) the font size remains huge, even if I downsize it to 6pts. I've worked around it by starting with very large images and adding text before I downsize, but the issue is a problem if there's not a bigger photo to choose from. Note that this does not happen all the time - sometimes I'm able to add text normally.

I've tried: resetting the tool, closing Photoshop and rebooting the computer, highlighting the text and choosing "other" in hopes of finding, say, a 3pt font (won't open any options).

Hi,

When you add text ,a new Text layer is created in the layers panel .
If you want to now resize the written text you should select the texts of the text layer by double click on the text layer.
