Font Leading value jumps to incorrect value

Photoshop CC 19.0 on macOS High Sierra 10.13
When trying to adjust the font leading using the mouse scroll, the value jumps to incorrect numbers. It doesn't allow to enter a value using the keyboard either.

I have the same issue. I can't type the leading with keyboard numbers or arrows, I can't use the scroll and I can't "drag the icon" to increase/decrease. At the moment I'm stuch with the default numbers in the dropdown, which doesn't quite satisfy me.

I have the same issue, cannot type in any value and dragging the slider makes it fly to unacceptable values and just stop. So can't use the font leading at all currently. 

Im on PC though, so seems this is a problem for Photoshop cc 2018 on both operating systems.

Same here. I try to type in 100px for example and it will read 0.98px

I've found that entering the leading in the 'Properties' panel rather than Character panel works for me (although the two panels read out different values!)
