Flick panning doesn't work on latest Photoshop CC 2014 update

Flick panning no longer works, since I updated CC 2014 (Mac) a couple of days ago. I use a Wacom intuos 5 tablet, but even with a magic mouse or trackpad it won't flick. I also have Photoshop CC and cs6 installed, and flick panning works fine in both. Using OSX Mavericks and the latest Wacom driver.

Quite by accident, I've found the solution. For some reason, the "scroll all windows" box on the left side of the toolbar was checked. I unchecked it, and now flick panning works.

First, make sure Preferences > Performance... "Use Graphics Processor is enabled.
Second, make sure Preferences > Tools... "Enable Flick Panning" is checked.
