How are you trying to filter on JPG, and what happens when you try?

The easiest way to filter on a file-type is to first select the source (All Photos, or a specific Folder or Album), then click in the top-centre Search bar. That will automatically show all the different facets which are available for searching/filtering, so select "Extension" and then click on "jpg" in the list which follows.

Note that Lightroom needs to be online and connected in order to use the faceted search (as the search is done on the Adobe servers).
