Photoshop: Filter gallery effects are dramatically shifting colors

Simple effects in the filter gallery, including stamp effect, but just about half of them in total, are dramatically shifting, sometimes almost inverting the colors on the image, rather than simply applying the effect (softening edges, for example, with the the stamp effect). I'm using the most recent versions of Photoshop CC. Before and after images included.

That's the way these filters are designed to work - they use the foreground and background color as input for the effect (set the foreground color to bright green and the background color to bright pink to see). One way to accomplish what you want would be to put the red design on a different layer and use Color Overlay effect to maintain your colors with the effect.
