Just a feature request. Allow users to specify specific folder/area on HDD as scratch disc in Photoshop 5.5. This would aid folks in clearing out cache and temp files quickly and efficiently. Only allowing for the default causes all sorts of hidden files and .temp files to appear at root level of the system drive, especially when Photoshop crashes, which is bad for computer performance.

Also be great to support network drives/ shared storage for scratch discs.

Either the OS will clear the scratch files if Photoshop crashes, or Photoshop will clear them the next time it launches. There should be no need to manually clear files. (Mondo plugins have a problem with that, and we've been working on it)

Because of that, Photoshop should be using the OS TEMP location for scratch files. Photohsop only uses the root level of a drive if the OS TEMP variable is missing or pointing to a bad location.

Also, network storage is less reliable and much slower than local storage.
Shared storage makes no sense: the scratch data is data for your instance of Photoshop, not something that can be shared with others. Trying to have multiple users sharing a volume for scratch makes even less sense because it would slow everyone down and potentially lead to file access conflicts.
