Photoshop: Can't pan when zoomed at 100%

I often encounter a time when I am viewing something which is smaller like a web banner at 100% zoom and then find that I can't pan it around. It's stuck in the center. Just now I tried to move it up higher so that it would be more in line with my eyes and it won't budge. You can only pan when the image runs off the 'canvas' area. I'd like to be able to move it around.

I understand that presents some difficulties. Someone might pan it right off the canvas. But you could make it so that you'd have to click and drag on the image itself so that would be more difficult.

BTW, this site is nasty. I don't think I'll be coming back. Why in the world can't you just keep it with the other forums?

I agree with you John. Coral painter does exactly this and it bugs me that photoshop can't. I find it really useful.
You can do it in Full Screen mode but I'd prefer it to be available all the time.
