Photoshop: Expand UI Layout Customization

I was trying to set up my UI in Photoshop and noticed some weird limitations. I made a quick graphic to show what I am referring to: 




So here are my UI Option feature requests, with some elaboration:

Horizontal Toolbar + Allow Docking Toolbar on Options panel
  • The toolbar is limited to vertical currently, which is just weird IMO. And there is so much wasted screen real estate on the options bar. It'd be nice to be able to combine the two.
Allow custom default "Align to" setting
  • I don't know why this isn't something I can set a default to (support confirmed its not possible). I personally don't use align to selection ever, but it's just enough of an irritant that I have to reset it every time I open the program, that it is on my list. It is a bit nitpicky, but eh, might as well mention it.
Allow Panel (as icons) to dock with toolbar (whether vertical or horizontal)
  • Again, it makes no sense why I can't do this already. As it stands,Tools & Panel icons require being docked separately (in 2 columns instead of 1), which wastes screen real estate.
