In cases where you want to non destructively edit an image it is common to clone to another layer and preserve the background layer.  In some cases it would be nice to make a selection around the object you wish to remove, create a new layer and then have content aware fill be able to select a source layer (or even all layers) to generate a fill in the new layer to give you a head start on retouching.  Currently you can work around this by duplicating a layer doing the content aware fill in that layer, extracting the fill contents to a new layer, and then deleting the duplicated layer.  This would be more efficient and probably not a major investment in coding time since it is just refining existing functionality.

You can already do this with the Patch tool and Spot Healing tool set to Content Aware and "Sample All Layers"
