Are you on Windows 10?

Try installing the Microsoft Visual C++ Redistributable 2012 from here first: https://helpx.adobe.com/photoshop/kb/...

What version of Photoshop?

The last version that works on XP is CS6.

Are you sure you're on XP?

Windows XP isn't supported by Microsoft - and as such, is no longer supported by Adobe.

You can download Photoshop CS6 from here: https://helpx.adobe.com/x-productkb/p...

Lightroom hasn't supported XP in ages and only works on a 64-bit version of Windows.

Ok. I'd still try installing the Microsoft Visual C++ Redistributable 2012 from here first: http://www.microsoft.com/en-au/downlo...

Then running the Photoshop installer.
