Why does the text in a Photoshop-generated image have a pixelated ghost around it when uploaded and viewed on Facebook? (This problem happens at 72, 120, and 300 dpi and whether the image is saved as a JPEG, TIFF, or GIF.)

It's not a Photoshop thing - Facebook reduces the quality of all uploaded images, and does a lot of damage to JPEGs.
You're just seeing a reduction in JPEG quality (same as if you reduced the quality slider in Photoshop).

I have a lot of clients who primarily want images to post to Facebook pages. Is there a fix for this problem or a way to compensate for Facebook's compression?

There is no way around Facebook's recompression/quality reduction that I know of.
