Lightroom Classic: Face detection in wrong location when done during import

I've noticed this behavior for a long time; faces detected during photo import are sometimes in the wrong location, on re-detecting faces, the correct face region is detected.

This happens quite frequently with iPhone images, but also other sources.
The sequence for the two attached pictures was as follows:
1) OneDrive installed on iPhone, sync original photos from iPhone to Win10 PC.
2) On Win10 PC import photos into LR using Move method, deleting from OneDrive.
3) LR does face detection during import.
4) I review and assign all faces detected during import.
5) Based on the detected faces I can see that some faces are not faces.
6) Open image that show incorrect face, face is detected at wrong location, re-run face detection on that one image only, face is now detected at right location.

I am attaching examples of what I see, this is typical of this problem.
It looks as if LR gets confused when detecting faces during import, but when re-detecting faces, it works as expected.
This is not a once off problem, it has been happening form more than a year, and I frequently need to re-detect faces that were not correctly detected during import.
