Photoshop: Eyedropper showing adjacent pixel values in info window

When zoomed in at high magnifications, the eyedropper tool (in point sample mode) shows adjacent pixel RGB values in the info window.

As the eyedropper is hovering over a pixel, the RGB values are only valid if the tool is in the upper left quarter of the pixel. If the eyedropper is moved to the right half or bottom half of a pixel, then the adjacent pixel to the right or bottom is displayed in the info window. The expected behavior would be that the pixel over which the eyedropper is hovering would be displayed.

When the pixel is clicked, however, the correct color value is sampled regardless of where the tool lies within the pixel. Only the readout in the info window is incorrect as the tool hovers over the pixel (if not in upper left quarter of pixel).
