Photoshop CS6: Eyedropper option inadvertently disables tool!

Photoshop CS6 Windows: When using the Eyedropper option All Layers No Adjustments Photoshop doesn't pull the color from where it is sampled. It doesn't pull any color, the swatch just remains the same. Choosing this 'what would be very useful' option disables the tool. It functions just fine for the Current and Below No Adjustments but that is not All Layers.

Is it possible you have the mask layer selected?

Even if you've got an adjustment layer highlighted, make sure you click the left side of the layer which takes you out of mask color

I checked for that when it was happening and it wasn't the case. I opened multiple files at once and tested on a paint layer with an adjustment layer above it and on some files it worked on one it did not. They conditions between the files all seem the same but it behaves differently.

Are there any restrictions to that option of the tool?... considering a document with dozens of layers and adjustment layers would be a lot for PS to have to 'think' about when finding the true color of the selected pixel ignoring all the adjustments.
