Eyedropper Tool no longer available on Picture Frame Filter In PS Classic Version 19.1.5

There was the option to sample image colors and match colors for a border or Picture Frame via the Eyedropper Tool when using Filter>Render>Picture Frame.  The Eyedropper Tool is no longer available and after several hours chatting with Adobe, they say they can never see that as having been an option.  I have talked to several different PS users and they say it was there and one user still has access (Mac user and I am a PC user).  Anyone out there have any ideas?

I am on a Mac and can select a color from my image to use for a frame. If I click on the swatch in the render dialog, it opens my color picker. My color picker has an option to select the eyedropper. That lets me sample a color in the image, then close the Color picker and it's selected for my frame.

Doesn't Windows have any color picker option you can use when clicking on the swatch that includes an eyedropper for sampling?

I had that same function in Windows in the past but not now. Based on today's Adobe chat session, it has never been an option.

I have PS 19.1.5 on Windows 10 and I don't have the option to select the 'eyedropper' on my colour picker. My only option is to select colours by clicking on the slider or using the HSL slider.

Rosa, exactly what I'm seeing. Did you have the eyedropper option at one time?

Murray, to be honest, I don't recall the eyedropper tool in the colour picker, but then I rarely use the top section of the Render Filter. I tend to use the clouds and lighting effects more. 

To me, it would make sense to have the eyedropper tool to select a colour from the image your working from.
