Eyedropper tool causing lag when switching to brush?

When I use alt to switch to the eyedropper it makes my next brush stroke lag and not draw at all or draw a straight line (as if i'd been holding shift). I'm using alt+brush rapidly when drawing and its a huge issue - my file size is very small as i'm working on pixel art at the moment so that's not the issue.

I'm running photoshop cc 2019 on a 2018 mac mini with 16gb ram and a 3GHz intel core processor, in combination with an older wacom intuos tablet (probably 2012 i dont remember exactly)

Try turning off your rulers! Not sure if you've solved the problem already since your post was 6 months ago, but I was having this exact same issue when painting in photoshop cc and I came across this video for a general brush lag fix: https://www.youtube.com/watch?v=BhB6XdHqE_c 

Totally solved my alt-to-brush lag too!
