Eyedropper is acting funny. While holding alt and clicking, upon letting go it makes random brush strokes

This problem started happening a few days ago seemingly at random, first ti seemed to only happen on one file, or at least more consistently, now it's happening on all files.

I've got a Wacom Mobile Studio Pro 16 running on windows 10

The symptoms:
Basically when pressing alt there is an inconsistent lag in the tool switching between functions ie: brush tool switching to eyedropper. Sometimes it works right away and the eye dropper pops up immediately, sometimes it takes a second.

Whenever I hover the stylus over the screen and press and hold Alt then tap the screen multiple times (basically like mouse "clicking") then lift the stylus and let go of Alt, after a second or so all of the times I clicked suddenly appear as singular brush strokes.

Like I said though this is inconsistent, it seems to be much more responsive if I'm moving the stylus and if I quickly press alt,click,release alt there doesn't appear to be any lag.

The Mobile Studio Pro has a problem that is consistent with all MSPs in that the tablet doesn't register very small movements. So if you have your pen still over the screen, the cursor sort of "sticks" in place and to un stick you have to move the cursor at least 4 or 5 millimeters, so long as you keep your cursor moving it tracks perfectly, so it's a minor issue normally but in this case it when the cursor is "stuck" it seems to greatly aggravate the Alt button issue I'm having.

I really have no idea what's happening. I tried updating the wacom drivers, I installed an older version of photoshop from before this was an issue and the issue persists I have reset all preferences. I've done a bunch of other things to trouble shoot the issue but I can't remember all of them right now. My gut tells me it's a windows issue... or maybe at least a windows/photoshop issue. But I have no idea.

If anyone can help you'll really save my bacon!
