Eyedropper can't sample from other applications on Win 10

Previously, I could hold down the eyedropper tool within the Photoshop window, then drag to another application such as a browser and sample the colours in that application. Recently, I've experienced unstable behaviour with this tool and none of the results match the previous functionality. 

When I started using Photoshop today I was using 20160113.r.355 x64. The behaviour I experienced was that when the eyedropper left the bounds of the Photoshop window it started detecting colours that were neither on my desktop nor in the application beneath the cursor.

I then updated to 20160722.r.156 x64 and for a short time, the eyedropper would only detect black outside the bounds of the window. After updating graphics drivers and clearing preferences, the Photoshop eyedropper tool now picks up my desktop background colour but will not detect colour from the browser in the foreground.
