Photoshop: Extras and Smart Guides keep turning themselves on?

I'm using Photoshop CC on a iMac running OS X Yosemite.

I'm getting REALLY frustrated about the "Extras" (under View) and "Smart Guides" (under view/show). Every time I open a document new or old, Extras is active. Every time I turn it off and next time I save or reopen the document Extras is active again. Every time I scale/rotate/skew/distort/perspective an object it turns "Smart Guides" and "Extras" on automatically. Then I have to go to "Smart Guides" and turn that off and then go to "Extras" and turn that off as well. That's every time I do anything with an object on a layer. It is driving me CRAZY. I don't know who/why or when that became a new thing, but I have no idea why and I want to be able to turn it off for good.

How come your Contact Customer Care Chat is never available? Even when I try between the open hours? I've tried 4 times , 4 different days to contact your chat but get the same message "it's not available at the moment" How do I contact anybody with a VERY ANNOYING Photoshop question?
