It happens to me all the time irrespective of which program I am accessing on the web. It must be a windows 10 setting but I cant find it.

What happens if you run as administrator?

Really? It is the User Account Control system in Windows.
Google "Change User Account Control Settings".

How do I run Lightroom, specifically, as an administrator? I am the sole administrator on the laptop where I update the LR Classic program on 4/3/2018.

This is Windows 7 but I assume the process is similar for Windows 10 (I've been Mac too long!)

I found my current lightroom.exe file, right clicked and asked that it run with me as an administrator, answered the dialog box YES. Unfortunately it did NOT fix the problem.

Look at lowering the User access control setting.

Sadly, I lowered it one setting and the problem is still there.
