Photoshop CC 2019: Location for installing Extension panels

I'm running both Photoshop CC 2018 & CC 2019 on a windows 7 machine. I installed some new extension panels with a zxp installer, and a couple others manually by copying the folders to

C:\Program Files (x86)\Common Files\Adobe\CEP\extensions and also to
C:\Users\DOUG\AppData\Roaming\Adobe\CEP\extensions

The extensions I installed with the zxp installer worked on both both versions of PS, but the ones I installed via copy/paste only show up in PS CC 2018, not CC 2019.

Any idea how to get them to show up in PS CC 2019? I've looked online and tried a couple other potential solutions, other locations to paste the folders, but none of them worked.

It's possible the Extensions haven't been marked as compatible in 2019. Developers have a manifest to specify which versions their extensions can run in.
