Photoshop: Extension installed in Mac Library not showing up

I installed a new extension (Fixel Detailizer 3) for latest Photoshop CC Mac on Mojave, but it doesn't show up in the Extensions menu. The HTML 5 UI panel has been installed in /Library/Application Support/Adobe/CEP/extensions/ as intended by the programmer.
I had to install it in my User Library in order to make it work. It will then not work for other users.

Did the Adobe Add-ons installer fail?
Did you try the ZXP installer?

Jeffery, This is Fixel Algorithms.
This is a strange case. It is the first ever case we have seen that installing in the global library doesn't work (By the way, on macOS system).

Our installers aim for the global library and they work as Photoshop is looking for Plug In's and Extensions there.

But in this case it didn't.

Hey Fixel, just to confirm, the global directory is working for you on your systems, but just not on this particular customer's global library?

Yes. Our current installers target the global path. It works. He is the only case we had issues with it.

I just installed it on my MacBook Pro without problem. As you and I couldn’t reproduce the issue, it must be something due to my system, like files permission.

Yeah, permissions could be the culprit, or another unsigned component can blow up that directory.

This new version is not available as a Creative Cloud extension. I followed the installation guide: https://fixelalgorithms.co/support/fixel-detailizer-3-installation-guide.html
but despite the files are correctly copied in the main Library, it doesn't work. Hence I had to copy them in the User Library. At least it works for me. But per the programmer I contacted, it should work when put in the main Library.
