When exporting many pictures at a time I see LR is not using all my CPU power (about 20-50% MAX). It seems to export in batches of 4 images at a time, I would really like to be able to change this to 8 or even 16 images processed at any given moment instead of the low number of 4 in settings somewhere.

How many physical CPU cores does your computer have? Many have four so it makes sense that LR is using all four. If you have hyperthreading turned on then the number of logical cores is doubled to eight but each pair is sharing the same CPU cache and if they're working on different sets of data then the cache really doesn't do any good.

The bottleneck is likely I/O to your disk to get the raw file data from the camera raw cache or other files.

If you have a large number of images to Export, you could try dividing the set of images in half and doing two exports.

I have 14 cores, (28 with HT)

I/O is not bottle neck here, I have SSD stripe capable of 2.5GB/s

I have another post here why I do not export multiple sets at the same time, LR is extremely sluggish when trying to do something else when exporting.

It is clearly capped at 4 image files at any given time.
