Export to jpg fails in Lightroom 5.3

Hi Geoff, here is the information requested:

Exporting 14 mb jpg to a 2 mb jpg. From / To Same Drive, in subfolder of folder where the original file exists.

Lightroom 5.3
Windows 7 Pro Sp 1
32 Bit
4 GB Ram, 2.87 GB usable
Pentium Dual-Core E5200 @ 2.5 GHz

No error is displayed during attempts to export.

Exporting a 14 mb jpg to a 2 mb jpg file.

The export seems to work, but no file is saved.

Is there enough space on the hard drive?

And you've double checked folder permissions for that folder and its parent folders?

Yes, I am the administrator of this machine, it belongs to me. The drive and all folders are writable by my login. Lightroom Export does sometimes work correctly. I do nothing different the times it works correctly. I doubt it is a permissions issue, unless it is possible that when Lightroom creates the folder it assigns different permissions?

Same problem. Trying to export a selection of photos, after defining settings in the export dialog and pressing the Export button, the dialog closes, but nothing happens (usually I'd see an export progress in the top left of screen).

Some other information....

1. Windows 8.1 64bit
2. Exporting hi-res files that are in the library on a mapped network drive to low-res jpg output on a local hard drive
3. Using third party LR/Mogrify export plugin
4. Photoshop v5.3
