Lightroom 4.3: Export image with file size limits isn't working

I would like to export an image in JPEG format from the Library module. I click Export, and in the export dialog box, I set all properties as I like it, and than I set the max. file dimension to 4096. Lightroom creates the JPEG file, but the dimension is over 8 MB!
Moreover when the export terminates, Lightroom shows an alert message that say anything like this: "Lightroom fails to write [exported_file].CR2", where [exported_file] is my Canon RAW file.
I made a mistake in the configuration or this is a bug?

Hoping that can be useful, I've attacched some images to this iussue.
The lightroom version that I'm currently using is 4.3, installed on Windows 8 operating System.

I'm avaible for any question about the problem.

I cannot reproduce in 4.3.

Is it reproducible with other images too? Can you test the same file on Win7? Can you share the original file?

Hi, I have the problem with more than one image but unfortunately I cannot try the export on Windows 7. I've uploaded one of the "problematic" photo on Google Documents. This is the link: image.

I was not able to repro on 4.3. With the same export settings I got a 2,77 MB file.

Do you export it like this, unprocessed? if not, can you share the xmp file too?

No, the file was processed. I've set the white balance and the auto tone. This evening, I'll share the XMP file.

I have the same problem LR 4.3 Win 8. Exporting files with LR of any file type NEF, TIF, or jpg to a jpg file. If I want to constrain the file size say to 1,000kb it will fail on a lot of the files. If I export say 10 files it will fail on about half of them "Some export operations were not performed". When viewing the target folder with windown explorer the failed files show up as and icon "PS" where the ones that made it will show the thumnail of the photo. If it try to view or delet these files it tells me that the file is being edited in LR. As soon as I close LR the files become available in windows explores but the files size was not constrained to the size I specified in the export function.

Is there a fix for this in LR or is the problem in Win 8?
