Export Layer as jpeg - what does 0% quality do?

When exporting a layer via "export as..." and choose the JPEG format,
the quality setting of "0%" will create a bigger (and less compressed) file than "0%" and a smaller file than "100%". Is this some kind of secret "automatic" setting or just something that shouldn't happen? In the helpfiles, it only says "1-100%", 0% is not menioned there.

It shouldn't happen, and appears to be a bug in the Export UI code.
