Photoshop/Lightroom: Why is everything is tiny after GPU & monitor upgrade?

I just upgraded my Windows 10 computer with a new GPU and 4K primary monitor and now everything is working weird in Photoshop  CC and Lightroom CC. For starters, everything is super tiny. The menus, the toolbars...everything. So tiny they are almost impossible to read. I've attempted to adjust this issue in the Windows control panel under font settings but that doesn't seem to fix anything in PS and LR. 

Second, adjustment tools now on my second monitor just don't work either. For example, when I have my layers on display on Monitor 2, things like adjustment layer buttons, the FX button, etc., just do not work. I click on them and nothing happens. I drag the menu on to the main monitor and they work fine. So something is definitely wrong here. 

Monitor 1 is 4K
Monitor 2 is 1920 X 1080

In LR, use Edit > Preferences > Interface > Font Size to choose a larger font size.

In PS, use Edit > Preferences > Interface > UI Font Size and UI Scaling.
