Photoshop Elements: Why does Define Brush say no pixel are selected?

I am trying to create a watermark brush in Elements 9. I will get the watermark created and cropped to my desired size and then i go to Edit>Define Brush and i get a message saying "Could not complete the Define Brush command because no pixels are selected." What am I doing wrong?

You're on a layer that has no pixels under the selection. (aka targeting the wrong layer)

I have tried selecting all 3 layer combined and each on their own and it still says the samething. I guess I don't understand.

Try flattening the document, then defining the brush.

It's the same as copying -- you need a selection AND a layer where that selection actually contains pixels.

is there a way for someone to walk me through what im trying to do. Essentially tell them what im doing as i do it and then they point out errors? basically a help line?
