Yes they are. I figured it had something to do with permissions but wasn’t sure where I needed to change that part.

Mine are on a server as well. I am able to use the keywords function on my local drive, but not to those files on the server.

There are other threads addressing this.

1. Its been acknowledged as a bug. However

2. Adobe doesn't support working across a network. Sooner or later, something will break. Best practice is to work off a local hard drive.

I have just started having the same issue. However my files are :
  • On my laptop (not on a network
  • Not RAW
  • And I have just, as suggested elsewhere, gone back to version 11.1 of Adobe Camera Raw and have emptied cache etc. But still no go.
Any ideas, anyone?
