Photoshop 2019: Error Feather value

Hi
In Photoshop 2019, in "Select and Mask" when we want to change in "Feather" slider, It spontaneously go to 1000 and bring Error.
You do not have permission to change value or close Error and you must End Task Photoshop in Task Manager.
What is the solution?

this version of ps need windows 10 build 1803
if you dont have it just need to update the windows
Tips : Reinstall windows 10 build 1803 is better than update the old versions

I upgraded the Windows version to 1809, but the problem remains.
Some other Photoshop values, such as the scale and feather value, go on the number 1000 with a single click and do not allow anything to do and should close Photoshop from the task manager.

Howdy Qubad,

Can you tell us a little bit about your hardware setup?  You're running Win10, right?  In English or another language?  What kind of keyboard do you have connected?  What language is it set to (virtually)?  What's the language of the physical keyboard?  (For instance, I'm writing this on a Turkish keyboard that's been set to German)  Do you have a tablet or other non-mouse for a pointing device?  

Does this happen with all files or just this one?  Would you be willing to share one of these files so we can see it?  What specific steps (see below) are you doing?  Are you interested in a web-hosted screen-share, so I can help you in real-time?

Steps like these are super-helpful to suss out a problem:
1) launch Photoshop
2) create a new document with two layers
3) make a selection on a raster layer
4) click Select > Modify > Feather
...

Thank you very much for your help.
My problem has been resolved.
You rightly pointed to the keyboard issue.
I put the  Region format on Persian in keyboard settings, and in this case the digits numbers were Arabic.
After changing the region format to English, the problem was resolved.
Of course, in previous versions of Photoshop I did not have a problem with this situation.

Glad to hear it, Qubad.  You CAN use Persian (or Arabic or Hebrew) keyboard layouts in Photoshop on Windows, but you will then need to change your system settings so that they accept any sort of numeric input (Western numbers, Arabic numbers, Persian numbers, etc).
