Lightroom: Error 126/Error 193 on new install

Just installed lightroom and photoshop from the cc. photoshop is starting fine but I am getting errors in lightroom.

first error box is: win32 API error 126
(" the specified module
could not be found")
when calling :: load library
from getCFunction

when I close this box I get this: could not call C function:
private_load_AgCoreTech

It is very likely that you some how get a corrupted install. 

On Windows, use the Windows Control Panel to uninstall Lr 6.3. After the uninstall, trash the entire folder "C:\Program Files\Adobe\Adobe Lightroom\" using the Windows Explorer. 

On Mac, runs the uninstaller program from "Appications/Adobe Lightroom/Uninstall Adobe Lightroom". Once that completes, trash the entire folder "Appications/Adobe Lightroom/" using the Finder.

1) Download and install the "Application Installers" for Lightroom 6.0 (Lightroom CC 2015); 
2) Then download and install the patcher installer for the desired Lightroom dot release (Lightroom 6.3/CC 2015.3) that you want on top of the baseline Lightroom 6.0 (Lightroom CC 2015) from the step #1.

Actually, I see that you are on Windows. Your issue could also result from missing some Microsoft runtime libraries. Try follow this https://helpx.adobe.com/lightroom/kb/crash-in-lightroom-cc-2015-6-in-windows-with-exception-code-0xc... first.

I have uninstalled lightroom and reinstalled, Have a fresh copy of visual C++, I also read on a forum that installing msvcr80.dll and msvcr100.dll into c:\windows\program files\Adobe\Adobe lightroom might help but nothing. I am however now getting error 193 at start up and lightroom does not recognize I have a library.
