In Adobe Photoshop Classroom in a Book the exercise indicates that I am to

"Press Alt + Shift and drag the Elliptical Marquee Tool outward" in order for the shift key to constrain the ellipse to a perfect circle.

Problem is that when I press Alt + Shift the tool won't work at all.

Working on a Dell Laptop computer.

It should be working if you press the keys before or after starting the drag.

So what else do you have on your system that is looking for that set of modifiers that might interfere with Photoshop? A utility program of some kind? An OS setting?

I'm not what anyone would call a computer expert, Chris. I don't know how/where to look to answer your question.

All I know is that it is not working when I press the keys before or after starting the drag.

The only way I can get the tool to work is to hold a left click while I drag the tool.

Also try pressing them after the click, both should work.

But it sounds like you have some other application or utility on your system that uses alt-shift or alt-shift-click to do something, and it intercepts the events before Photoshop gets them. You need to find what other application or utility that is, and get it to stop messing with Photoshop.
