Library folder is hidden on Mac OS X 10.7 (Lion). How do find my presets?

I upgraded to Lion and my folder where I save all of my actions for PSE9 is gone. I have unhidden all folders, and it's still not there does anyone know of a fix? The actions that were installed previously are still there in my palette and I can still run them so I know they are on my system, but I wanted to add some new ones to the folder. This is the path I am looking for that is no longer visible:
Library/Application Support/Adobe/Photoshop Elements/9.0 or your version/ Photo Creations/Photo Effects

Apple made the user library folder hidden by default with the 10.7 release. If it's necessary to access these files to perform Adobe-related troubleshooting, use one of the following methods to make the user library content visible.

I have done this and have accessed the Library, however the folder I am looking for is still not there but the content of that folder remains accessible.

This sounds like my problem, however I did not purchase from Apple. I purchased my copy from Amazon. Actions are a huge part of my workflow so this is really bothersome that there is no apparent fix available.

Is it possible your presets are being saved and loaded from the presets folder inside the application folder?

No they are not there, I have looked. Also, when I do a search of my entire computer for existing presets that were saved prior to upgrading to Lion they do not even turn up then which is just really strange since they are still working in PSE9. How could I have all files unhidden but still not being seeing them? Makes no sense.

Maybe I missed something, but I'm coming up with something different than what is being discussed here.

First, the path that I had for Actions was different than what others are suggesting

Mac System library/Application Support /Adobe /Photoshop Elements /9.0/Locale/en_US/Workflow Panels/actions

Note: this is not hidden on Lion like the user library is

If I placed action files (.atn files) in this directory they showed up in the Guided Edit > Action Player list

I had no difference in Snow Leopard or Lion myself?

I don't run them through the actions player, I like to adjust the actions so I put them in the photo effects folder always have.
