My upload internet speed has decreased by 50% since I switched to my 2nd catalog and changed backup/sinc in Elements 10 so I could upload to Adobe photo. Does either Adobe or Elements have anything "running" in the background (elenents not turned on) that may cause a 50% drop in internet upload speed

Adobe is a corporation, not an application.
Exactly what are you running?

adobe revel: where your photos come to life.

I have solved the problem for now by turning off the sync in Elements 10 as there is nothing to sync to (photoshop.com). I did not know that Elements sync ran in the background even when the program Photoshop Elements 10) was closed.

??How do upload pictures to "adobe revel: where your photos come to life" from two different catalogs? What settings do I use in Elements 10 when I switch between catalogs to upload pictures. Thanks

And how are you uploading? Elements 10 doesn't know about Revel, and cannot upload to Revel.

As far as things running in the background: check the Task Manager (Windows) or Activity Monitor (MacOS) to see exactly what is running in the background.

I go to the adobel/revel site and sign in using my photoshop.com PW (https://www.adoberevel.com/libraries), make an album, select the (+) add photos which takes to my hard drice (C:/ my photos) where I select a folder from which I select files to be uploaded. Click upload and all goes vey quickly as noted. .Im I incorrect on how I do this?

So you're uploading through the website. Yes, that is correct, but doesn't involve Elements. And that can't run anything in the background.

Please check the Task Manager or Activity Monitor to see what is running and using your network.

The sync function was impacting the upload speed: Solution was to uncheck the sync function Edit>preferences>Backup/synchromization-otherwise for some reason Elements 10 wants to backup/sync to photoshop.com which no longer is operational.
