Just bought Elements 15 for Mac.  Editing a photo starts out ok and soon anything I try to do results in the spinning colored ball and it takes forever to accomplish anything - including using the menus.

My reply is the same as the one I sent to another Photoshop Family member.
Scrap 15, buy (disc versions only) PSE 12 and Lightroom 6. Together these 2 products produce good results. They do not contain some of the "Gimmick" packages that PSE 15 contains, but as a serious photographer these are of not interest to me. Please note that I am merely giving my opinion on the gimmicks. You will need to make up your own mind. But your message concerns speed / stall so my comments may be of value.
Adobe has developed the deplorable attitude on software RENTAL. Avoid this at all costs as if your PC crashes or you need to replace / upgrade you will not find much support from Adobe.

Hi,

Sorry for the inconvenience. Please try the following steps:

1.Restart your machine
2.Resetting preferences: Hold Cmd+Option+Shift while launching editor from welcome screen
3.Change scratch disks:  You can use this only if you havce multiple disks on your system.Hold Cmd+Opt while trying to launch editor. In the dialog that comes up regarding the scratch disk setting preference, select the disk you want to select.click ok
4. Increase the Available RAM usage: Go to Adobe Photoshop Elements menu->preferences->Performance. In the Memory usage slider, increase the Available RAM to higher value around 80%.Click ok. Relaunch editor

Please let us know if this helps you or you are still facing the issue.

Regards,
Shivani
