Elements 13: Win 8.1 cannot extract from download folder

I have the 2 completed downloads for the Windows 8.1 version (64 bit) of Adobe Elements 13 in my download folder. I get the same error clicking on either the 7z file or the application file: The file archive part of Adobe Elements 13 is missing. You need all parts in the same folder to extract Adobe Photoshop Elements 13. Please download all parts.

Is one a smaller .exe file? That is the file you need to double-click to open and install.

Thanks, Jeffrey, well, it took me 2 days to figure out the problem, but amazingly, I actually figured it out myself!... The program installation requirements call for QuckTime 7 software to help install (which is also an unzip or decompression program - which even with the new upgrades does not work with Windows 8.1, so after some experimentation, I finally downloaded free software called "Archiver" which enabled the decompression. I was just about ready to get rid of this new laptop with Windows 8.1, as I had previous problems trying to install software, so hopefully this will help from now on, and eventually I hope to have an actual functioning laptop for my uses.

I do appreciate your response, and it's nice to know that there are people out there willing to help the "new technology disadvantaged" old folks like me! (ha, ha).
