Elements 13 doesn't work properly with my Epson R3000 printer the magenta doesn't show but is there on a nozzle check. Do I need a software driver update?

Checking for a driver update would help.
But it could also be due to bad color settings being used (double check the print dialog and the printer options dialog settings).

I have checked just about every setting possible. It works fine with oneone with the same settings. I have uninstalled and reinstalled both printer and elements, im loosing tje will to live. It did work one with elements 11. It then stopped working and i couldnt work out why. So i upgraded to 13 but still have the same problem.

Elements picked up the newer Photoshop printing code, I think in Elements 12. That code uses newer printing APIs than most applications, and has run into more than a few printer driver bugs along the way (where the driver does not implement all the new OS printing APIs correctly).

If you use printer color management (instead of Photoshop color management) - does that help?

It helps a little, the magenta isnt so orange but the colours still are not correct compared to a test sheet of how the printer should print. Is this an epson issue or printer profiles?

Using printer color management means you are relying on the printer for all the color conversions and are not directly using the printer profile -- so yes, this isolates the problem to the printer driver or ink supply (which you have already checked). It could still be due to specifying or using the wrong kind of paper, but it sounds like you checked that as well.
