The links in this faq show that you need ACR 9.5 version which is only available in the latest Elements 14.
If you don't want to pay the upgrade, your free solution from Adobe is the DNGconverter mentioned in that faq. This independent program (not a plugin used within Elements) can batch convert a whole folder of your CR2 raw files to the DNG raw format that your PSE12 can read and edit.

To further your education:  Canon has CR2 native file formats to their cameras.  In Photoshop we have CRW.  Your converter will convert CR2 to CRW and the CRW is the RAW file for Canon cameras in Photoshop.  The converter will only work on main copies of Photoshop, not Elements.  If you can obtain an older copy of Photoshop, such as Photoshop 6, you will have what you need.  It shows you the picture of the RAW file to convert before inserting into the editor.  Click on its okay to bring it to Photoshop. There may be converters for Elements but you are better off using a regular Photoshop or Light Room.  This forum is for Elements 14 bugs and fixes.  Elements 12 is older and may have its fixes going forward.  Other fixes will be on Elements 15 or later - we hope.

A further comment:  older models of Canon such as D-model have CR2-RAW files that won't convert in Elements 14 without a plugin.  Also, the plugins were targeted toward the type of Canon model per year per each version of Elements.  Canon changes models and adds more options especially on the D-models each year.

was installing the converter a difficult process?  I, too have the Canon 80D which elements 12 will not recognize.

Nope, it is a free down load. You can batch convert.
