Elements 12: How do I move photos to External Drive

I am using Photoshop Elements 12 (under Windows 7) and am hoping to move my older photos from my nearly full C drive to a new external drive (currently empty) that I have connected to the computer. I have a gazillion photos in a LOT of different folders and subfolders, all under the My Pictures directory, and I'd like to maintain an identical directory structure on the external drive, while not having the PSE catalog lose track of the files.

I examined the answers given in the link (for PSE 6):
http://feedback.photoshop.com/photosh...

To test the process described in that thread, I tried to drag a subfolder with only one file in it to the external drive. The message came up "Move Folder in File System Failed". So apparently this is not the way to solve my problem (in PSE 12).

Can anyone tell me what the best way to do this for PSE 12?

There is nothing different in PSE12 or PSE13.
I have also Windows 7 and the drag and drop method works fine to move files. I have moved very big folder trees that way.
So, the most likely explanation is a permission problem on your external drive.
What you can test:
- moving test files by drag and drop from the Windows explorer
- if that works in Explorer for a test subfolder with images in the catalog, try reconnecting in the organizer.
